Position Description

Job Title: Program Implementation Specialist
Reports 40 hours per week
Salary: $18 to $23 an hour starting wage (DOE). Full-benefits offered. (Medical, dental, vision, life, FSA, and 401K)

Position Summary
The Program Implementation Specialist, working under the direction of the Director of Information Technology and in collaboration with a supportive and interdependent team, is responsible for understanding all processes and initiating improvement activities to increase the effectiveness and efficiency of the organization’s service delivery. Programs currently under development and implementation include our Classic Program, Premium Assistance, Community Assistance Program, and Community Pathways Programs. This position is primarily responsible for developing and implementing configuration in the CLARA application environment to support Project Access NOW programs. Additional responsibilities include ensuring that quality benchmarks are measured and training is provided to internal users and external provider partners as well as other Program Implementation Specialist.
This is a ‘quasi-technical’ position. Current and prior staff did not have a technical background, rather are systems thinkers, who are comfortable with technology and possess the capacity and desire to learn and develop tools, configure software applications, and build databases, in support of the mission of the organization.
Principal Duties & Responsibilities
● Document workflows to create basis for training and establishing quality assurance measures
● Work effectively in our issue tracking and issue resolution management processes
● Assist in defining development needs for the CLARA application platform
● Manage and maintain back-end configuration of CLARA application platform
● Test and verify all new and updated configurations as well as new application releases
● Manage and maintain data exports and audit them for quality and resolve inconsistencies
● Produce reports and analyze data to measure effectiveness of Project Access NOW programs
● Produce reports using Excel and Access. Analyze data, and suggest program improvements
● Support care givers and case managers with exception requests for the community assistance program
● Develop training materials, deliver training to end users, and support training sessions
● Provide end user support on Clara application platform
● Support IT issue resolution in a backup capacity

● Data entry experience required
● Administrative and customer service experience required
● Experience with or knowledge of the health care and social services environment required
● Proficiency in MS Office or Google Apps required
● Experience with Defect Tracking desired
● Application configuration experience desired
● Experience with Issue Resolution Management desired
● Experience with Release Management desired
● Experience with Change Management desired
● Experience with databases and RDBMS’s desired
● Experience with IT type support desired
● Experience with Atlassian JIRA and Confluence desired
● Experience with application trouble shooting desired

Working Conditions
● Office space with stairs (no ADA access)
