The Medical Director has authority over and responsibility for the agency’s medical and clinic services. She/he will provide leadership and mentoring to the agency’s medical and clinic staff, and will be an integral part of Outside In’s senior leadership team. In concert with the senior leadership team and the Executive Director, the Medical Director will contribute to setting the agency’s strategic direction, and will help implement agency values.

The Medical Director establishes and promotes the professional, clinical and ethical values and standards to which all medical and clinic staff are expected to adhere. They promote the quality and safety of care, establishing and maintaining the agency’s standards of care on both clinical and programmatic levels, as well as fostering a culture of open communication and continuous improvement. They will support Outside In to continue to evolve as an effective, trauma-informed organization including implementing best practice harm reduction and public health strategies and clinical care.

The right candidate will bring a passion for Outside In’s mission, for social justice, and for serving vulnerable populations and diverse cultures. This is an exempt full-time position with full medical and dental benefits and 27 paid days off in the first year. Salary is DOE. The position will be open until filled.

RESPONSIBILITIES

Clinical Activity
• Provides direct patient care; co-creates the right balance for direct care vs. leadership tasks.
• Serves as medical leader for licensed and other clinical staff, including availability for brief clinical consultation, provision of clinical teaching, and modeling exemplary clinical practice.
• Oversees the development and effective function of a Medication Assisted Treatment (including buprenorphine/naloxone) program integrated within the primary care clinic.
• Ensures Outside In continues as a leader in overdose prevention and response, including supporting naloxone training and distribution.
• Supports Transgender Care, Complimentary Alternative Medicine, School Based Health Care and other innovations to address client needs.
• Develops and/or reviews and approves protocols and guidelines to ensure clinic staff are within scope of medical practice and meet excellent standards of care.

Management and Supervision
• Manages and supervises agency providers.
• Ensures providers meet productivity targets, while maintaining excellent quality of care.
• Provides medical direction and clinical supervision (direct or delegated) to licensed medical providers in accordance with state regulations and standards of practice.
• Fosters a culture and practice of teamwork, collaboration, and open communication among all medical, clinical, and agency staff.
• Collaborates with HR; oversees provider recruitment and retention. Ensures all providers receive appropriate staff development, training, and timely evaluation.
• Works with compliance; signs off on credentialing and clinical privileging for agency staff and volunteers.

Leadership
• Provides clinical input to Outside In leadership team to support clinic operational workflows that are cost-effective and sustainable. Participates in development, implementation, and evaluation of new program opportunities and delivery systems.
• Participates in agency budget planning and reviews financial performance.
• Attends weekly meetings with senior leadership team and works collaboratively with other agency Directors.
• Attends monthly board meetings; staffs the Board’s Clinic Oversight Committee.
• Provides design and direction for training program of medical students, residents and other learners throughout the agency, when applicable.
• Provides linkage to professional and academic communities and accrediting and monitoring bodies pertaining to medical practice.
• Other duties as assigned.

Strategic Development of Integrated Model of Care
• Oversees key initiatives to develop, promote and implement seamless cross-department integration between all physical and specialty behavioral health services. Supports development of a population and team-based approach to health care with emphasis on collaboration and shared accountability for excellent patient outcomes.
• Directs practice guidelines and workflows that create superior clinical quality and seamless experience of care for patients.
• Works in partnership with senior leadership team to ensure strategic and programmatic integration between Health Services and Youth Services, which includes specialty behavioral health services.

Quality Assurance and Safety of Clinical Care
• Oversees quality assurance and quality improvement programs, ensuring clinically relevant and outcomes-based quality of care.
• Provides clinical leadership and oversight of all critical incidents.
• Oversees clinical risk management, provides oversight and significant contribution to systems that prevent incidents from occurring.
• Adheres to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to Outside In policies and agreements regarding confidentiality, privacy, and security.
• Supports compliance with all privacy and security requirements pursuant to community partners’ and outside providers’ patient confidentiality agreements, including privacy and security requirements for EMR access.

PREFERRED SKILLS & ABILITIES
• Expert-level knowledge of pharmacology and medical/clinical decision-making.
• Demonstrated ability to effectively supervise providers.
• Experienced leader with ability to shape clinic operations and strategic direction.
• Excellent consultation skills, including the ability to provide curbside consultation, as well as complex technical medical and psychotherapeutic advice to colleagues of various medical and counseling disciplines.
• Experience in a multi-disciplinary approach to physical and mental health and chemical dependency, including Medication Assisted Treatment.
• Knowledge, training, skills and/or experience in providing and supervising services in a highly diverse work environment to a highly diverse and vulnerable population.
• Excellent communication skills. Ability to display non-judgmental attitude.
• Ability to keep accurate and appropriate records/documentation.
• Respects content experts, skilled at working with staff across programs and implementing agency-wide policies, procedures, and best practices on clinic team.
• Experience with or openness to learning how to support transgender patients.

QUALIFICATIONS
• Current Oregon licensure and board certification as Medical Doctor or Doctor of Osteopathy.
• Must have full prescriptive powers in Oregon with a DEA number.
• Must meet Outside In privileging requirements as required by FTCA.
• Five years’ experience providing direct care as a medical provider.
• Three years’ experience supervising in a clinical setting.
• Current CPR certification or able to obtain (onsite) within one month.
• Must pass a background check.
