Primary Work Location: Onsite Portland Main Campus

Work Schedule: Generally 8:00am – 4:30pm, with periodic evening and weekend hours for scheduled maintenance and unplanned events.

Position Summary:
This position uses essential communication, design, organization skills to work with clients, vendors and external service providers to create and drive custom solutions. This position uses deep technical knowledge to build robust and secure solutions as well as broad industry awareness to choose an innovate mix of reliable and emerging technologies.

Essential Duties and Responsibilities:
1. Engage stakeholders to develop and document application development and integration project requirements.
2. Conduct application development needs assessments and prioritize solutions.
3. Create and maintain project timelines and drive development tasks.
4. Provide code writing for application development projects.
5. Keep current on industry standards and drive technology selection for projects.
6. Ensure clear understanding and documentation of how application development projects align with Concordia’s mission, goals, and performance.
7. Provide supervision of full development lifecycle for new applications.
8. Communicate with appropriate IT staff and network administrators to ensure security, standards compliance and sustainability of applications in production.
9. Provide direct programming and development skills training as needed.

Work Contacts:
ATS and ITS department staff, University staff and faculty from across campus, vendors, and contractors.

Scope of Work:
Ensures high levels of performance, achievement of goals, quality of results and professional growth. Responsible for ensuring departmental compliance with policies. Evaluates options and recommends solutions to non-routine issues. Exercises independent judgment under limited supervision. Contributes ideas and expertise to department leadership on operational plans for the department/program. Assists with keeping leaders informed of results, outcomes and impediments. Decisions and actions may impact the operation and timeframe of programs/projects.

Working Conditions:
Office environment. Involves occasional vehicle and/or walking travel during varying weather and traffic conditions to various campus sites.

Minimum Physical Requirements:
-Able to tolerate prolonged sitting and keyboarding using both desktop and laptop systems
-Able to transition between building and campus locations for meetings in a timely manner.
-Able to lift, pull, grasp, and reach within an office environment
-Able to effectively participate in two-way communications, in person, in writing and on the phone
-Able to perform complex logic and reasoning activities throughout course of work.
-Able to write, read and review instructions and technical documentation.

Minimum Education and Experience Requirements:
-Bachelor’s degree in Information Technology or related field required
-Master’s degree in Application Development, Programming or related technology preferred.
-7 – 10 years of experience designing, developing and leading application development projects.
-Project lead, application architecture, and database design experience.
-Working knowledge and experience in:
-Full development lifecycle management
-Web Services/SOA
-Cloud/dynamically-scaled environments
-Advanced PHP application design and development
-MVC architectures and application frameworks; Laravel preferred
-Middleware and API development, management and integration
-Thorough knowledge of backend database and application platforms (LAMP, IIS, SQL, Oracle, AWS).

Minimum Requirements (Knowledge, Skills and Abilities):
Able to consistently apply knowledge, skills and abilities in the following areas of subject matter expertise:
-Full development lifecycle management
-Web Services/SOA
-Cloud/dynamically-scaled environments
-Advanced PHP application design and development
-MVC architectures and application frameworks
-Middleware and API development, management and integration
-Backend database and application platforms including LAMP, IIS, SQL, Oracle and AWS
-Proficiency working in a Microsoft Windows / Office business environment.
-Excellent written and verbal communication skills.
-Expert active listening skills.
-Highly self-motivated with a desire to be challenged professionally.
-Highly logical, critical thinker, problem solver.
-Work efficiently and consistently deliver results on-time without supervision.
-Ability and commitment to work as an integral part of the Applications & Technology Solutions department.
