 Independent Living Resources (ILR) is recruiting for a
person who has the skills and cultural sensitivity to work effectively with
people with disabilities across the age spectrums that employ personal support
workers in the Portland Metro Area.  The
successful candidate will work closely with ILR’s STEPS Coordinator to promote
and deliver STEPS services primarily to people who experience Intellectual
and/or Developmental disabilities and who employ Personal Support Workers
(PSWs).  Duties include community
outreach to community partners, provision of in-home services, educational workshops,
email and telephone coaching for consumers.

STEPS is an ILR program funded by The Oregon Home Care
Commission that promotes successful working relationships between
consumer-employers and homecare workers or personal support workers. 
Independent Living Resources provides STEPS to consumers that reside in
Multnomah, Clackamas, Washington, and Columbia Counties. 

 This job includes travel in the four
counties and applicants must have reliable transportation.

 Key Responsibilities:

Deliver STEPS services which include
information, tools and in-home support to consumers with disabilities that
receive in home service through Aging and Disability Services.

Provide services respecting consumer’s
preference for location and service mode.

Refer STEPS Consumers to Options Counseling and
Information & Referral services when needed, including reporting of abuse
and neglect.

Consult with Aging and Disability Case Managers
regarding all services provided to consumer, including Information and
Referral, APS reports, and change in consumer functioning.

Complete monthly I/DD state invoice and
participate in monthly state wide conference calls.

Data entry using CIL Management Suite and at
times other data bases, including assessments, contact notes, and detailed
service provision.

Conduct outreach with Aging and Disability
Services branch offices that covers service availability and benefits of the
STEPS Program.

Minimum Qualifications:

Bachelor’s degree in, Social Work, Counseling,
Psychology, Gerontology or related Human Services Field.

Knowledge of Aging & Disability In-Home
Services and experience providing consumer directed, strengths based services
to people who are aging elders and/or experience disability.

Experience providing support services to the
aging and disabled, this can include Home Care, Case Management, Advocacy,
Options Counseling, and/or Information and Referral services. 

Personal experience with disability or
experience as a caregiver for a person with a disability.

Oregon Options Counseling and/or AIRS
Certification: Information & Referral Specialist (CIRS-A), or experience
and ability to obtain these within 12 months.

 The successful candidate will have the skills needed to work
effectively in a fast-paced environment serving people with disabilities in
person, on the phone, over the internet.

The STEPS Specialist position is a unique opportunity for a new graduate with a
Masters Degree in Social Work or a PsyD seeking clinical licensure.  ILR
offers complimentary supervision for either staff pursuing licensure as LCSWs
or as a PsyD.  We also offer Options
Counseling/AIRS Training and an opportunity to work at an innovative Center for
Independent Living.

 ILR prefers candidates who have 1) a personal experience
with disability, 2) knowledge of the Independent Living Movement & Values,
3) experience working for a Center for Independent Living (CIL), and/or are 4)
either a Certified Information & Referral Specialist (CIRS-A/D) or who are
eligible to complete CIRS-A/D exams within 12 months of hire.   Compensation & Benefits: 

 The STEPS Specialist at ILR is a full-time, exempt position
with a wage range of $18.97 to $22.05 per hour ($37,000 – $43,000 annually).
