The City of Portland is seeking a Director to lead the Parks & Recreation bureau.About Portland Parks & Recreation Portlanders treasure their world-class system of parks and natural areas. The mission of Portland Parks & Recreation is to help Portlanders play – providing the safe places, facilities, and programs which promote physical and mental health and social activity. We get people, especially kids, outside, active, and connected to the community. As we do this, there will be an increase in the wellness of our residents and the livability of our city. We accomplish this through:Establishing, safeguarding and restoring the parks, natural areas, public places, and urban forest of the city, ensuring that these are accessible to all.Developing and maintaining excellent facilities and places for public recreation and community building.Providing dynamic recreation programs and services that promote health and well-being for all.Partnering with the community we serve.The Parks & Recreation Director reports to Commissioner Nick Fish and accounts for over 40% of the City’s overall workforce with over 3,000 employees during the summer season, including over 620 full-time employees. The Director will lead a team of 7 direct reports and manage a budget of over $100 million. In addition, the Director leads the implementation of a bond of $68 million. Portland Parks & Recreation’s (PP&R’s) work is grounded in a number of plans, including the five-year Racial Equity Plan, a Capital Improvement Plan, ADA Title II Transition Plan, Park System Plan, Parks 2020 Vision, various Business Plans, and others. The Director is charged with overseeing the implementation of these plans, leading the development of a new long-term vision for the future, and ensuring that the work of the bureau’s many and diverse divisions is coordinated and aligned, and consistent with the goals of Commissioner Fish.The Director is charged with implementing policy direction from Commissioner Fish and with ensuring that the bureau is maximizing its resources to most effectively and efficiently meet its mission. The Director’s portfolio and authority are broad in scope, requiring a high degree of sophistication in leadership, personnel and financial management, policy analysis, strategic planning and communications, and community relations.The ideal candidate will possess the following competencies for success as well as the items listed in the “To Qualify” section:Executive-Level Management: Experience building and retaining diverse teams and managing a large workforce including union-represented employees.
